Fabric Tower

Tower owns tasks, assignments, mission activity, and the operator work queue. Airlift can create or reference work for human-only residue, validation follow-up, waiver review, and cutover rehearsal.

Tower completion never advances the migration funnel by itself. The responsible principal must perform the corresponding authenticated Airlift action, and Airlift records the decision and evidence. Airlift's console should provide a readiness matrix with deep links to Tower rather than rebuilding Tower as an engagement workbench.
